Tory Bin Tax

Thanet Council Tories are proposing to charge for replacement wheelie bins and have askeed the Scrutiny Committee (Tory Chair, majority of Tory members) to look at the proposal.
I am opposed to this penny pinching measure that will cause great stress to pensioners and others on low incomes. New bins will cost £40-£50.
In my opinion this measure is effectively a stealth tax on residents.
Residents already pay enough in Council Tax including paying the Council to clear refuse from their properties.
It is the Council that is forcing residents into using expensive fortnightly wheeled bins in order to save money by halving the collection rate. This means that residents have to use bins from limited suppliers costing £40 or so, rather than much less expensive dustbins.
It is the Council that forces residents to put the bins outside their property for collection, leaving them vulnerable to theft.
The most likely cause of damage to the bins is during the emptying process and the subsequent handling by Council operatives.
For all these reason, the Council should regard replacement of bins as part of the refuse collection service.
Instead of devising ways to extract yet more money out of Council Tax payers, the department should concentrate on providing a service to those town centre areas that find rubbish all over their streets every time there is a refuse collection.

... I see that the bins actually cost TDC £15.81 each. So I guess the £40 replacement includes a delivery charge of £24.19 - which looks slightly on the high side.

Rather more puzzling is the proposed charge of £100 per wheelie bin for new housing developments. So when a new house/flat is built, the developers presumably get charged £200 for the pair of bins. I can't quite see what how the extra £120 is justified. Maybe it includes the cost of bin installation :-) .
